To make it clear, you MUST file the piggyback CQ for re-use.
There is NO CQ that would be valid for all of a toplevel project.

No. Every project needs a piggyback CQ for their own use. It is
fast and easy to do via the portal ("re-use existing...")

Sharon is asking if we need to file a CQ for Commons and ORO.
Fantato thought he recalled that we had a blanket CQ for these for all of DSDP,
but I can't find any mention of it in the mailing list archives.
