RE: [dsdp-pmc] [CQ 2948] PMC Approval for xdc core

I apologize for not posting a note explaining the contribution. This is my first attempt, so I'm fumbling around a bit.
To get the RTSC project started, I'm pushing our current code base largely unchanged from our current internal organization. The RTSC code base in currently managed in 4 separate code "trees"
1. xdc core - core RTSC packages necessary
2. xdc utils - natively compiled host utilities
3. xdc tools - RTSC tools built entirely atop xdc core and
utils (no native code)
4. xdc prod - a top level tree that pulls together the other
three into a single installable "product"
I expect to do substantial refactoring in the RTSC SVN repository during the incubation phase, but I _need_ to get the sources available from eclipse.org in a form that allows use to continue development without a huge discontinuity.
To keep the noise down, I'll put the remaining three "trees" in a single CQ (now that I better understand the process).
Any comments/suggestions are welcome.

Thanks for the explanation--I was a bit confused by what was being
proposed and I have no insight into the project itself. But, the
initial contribution is a good thing.
