RE: [dsdp-pmc] IP-XACT component of Device Debugging

Hi Mark,

I haven't proposed the separate incubator project yet to the PMC. I want
to wait until the new dev process is ratified, because then we can
consider nested sub-projects as an alternative mechanism.

Anyway, it sounds as if the current dev process supports non-mature
components in a mature product, as long as they are clearly labeled as
such.
