Assuming we aren't using anything
other than the standard platform, we should not be depending directly
on Carbon or Cocoa.

While Carbon has been deprecated, it is still available.  Galileo was
the first release that had a Cocoa port, so previous versions must
support Carbon.  Did we not provide support for 3.4 with the 1.0
