[Dltk-dev] Committer vote for Mark Howe has been approved by the PMC

The PMC has approved the vote for Mark Howe's full Committer status on the
technology.dltk project. The next step is for the project lead to return to
the portal and fill in the CVS package and employer information for Mark
Howe.
