the number of users certainly affect the total number of error reports send to eclipse.org. But it should not have such a big effect on the number problems we see for the first time.
In addition, the number of reporters per week did not change significantly:
The duplicate detection in the meantime is also quite generous in what is considers a „similar“ problem. FWIW, these problems do not include error reports containing 3rd party plugins nor ui freezes. Just plain ‚normal‘ problems like NullPointerExceptions in pure eclipse traces [1].

Disappointing, but there might be a simple explanation - different numbers of users.
Some users prefer to wait for a .1/SR1 before migrating.
Some users dependent on third party add-ons / rebranding may not get to migrate until Mars.1
You cannot know the number of actual users, but you could normalize to the number of reporting users.
