[cross-project-issues-dev] New reports for "versioning".

I've added two new reports to the "repo reports". They each compare their version, with the version to what it was in Luna SR2a.

The new reports look like those below.

The reports are not easy to read, and have other quirks, but thought it important and useful to show what I have so far.

In particular, about 20 features and 50 bundles "decrease" in value. So, that's pretty bad. I've listed current "decreasing" ones in bug

We can certainly improve the report in the long run, but for now, please see Bug 467155 and fix any that decrease.

Feature versions compared to reference repository
This report goes through the repo, looking for "groups" (features) and tabulates the comparison to reference repository. The comparisons to pay most attention to are those that "decrease" from last release, to the current release.
Bundle versions compared to reference repository
Similar to the "Feature versions" report, this report scans the repo, looking for "non-groups" (bundles) and tabulates the comparison to reference repository. The comparisons to pay most attention to are those that "decrease" from last release, to the current release. Note: this report does not correctly handle cases where there are more than one version of a bundle in the repo. Sometimes those are not valid to have anyway, but sometimes it is valid, and this report does not have enough logic to know what to do with those that occur with same ID, but multiple versions. You can usually just ignore those cmparisons in this report.
