A search on the dialog message:
Login details were not accepted. Please provide login details for
download.eclipse.org
gives this
http://forum.spring.io/forum/spring-projects/springsource-tool-suite/100711-login-required-to-add-plugins
which suggests that the user's web proxy might be the cause.
I haven't got a proxy connection to misconfigure to test this idea.
