If it is an installer for the Eclipse IDE, it is totally fine to expect that users are fine with having Java already installed.
FYI, for JBoss Developer Studio, we ship an Izpack installer which includes p2 director and installs the product from an included p2 repository, after checking some preconditions. It's a cross-platform installer which is working fine, and AFAIK we don't get many complaints from customers about it.
