The important files to look for are the artifacts.jar files that are referenced by a cascade of compositeArtifacts.jar. And the most important one, releases/indigo/201202240900/aggregate/artifacts.jar, contains the following line which looks correct to me:

<property name='p2.mirrorsURL' value=';file=/releases/indigo/201202240

The other one, eclipse/updates/3.7/R-3.7.2-201202080800/artifacts.jar, looks good as well and contains the p2.mirrorsURL value.

I've examined the content.jar and compositeArtifacts.jar files and couldn't find any references to mirrors, but I'm not sure that's where they should be. 

I'm not sure where else to look to see if mirrors are properly enabled.  That's why it's just so much easier for me to redirect downloads at the Apache level, but David doesn't like it when I do that  :)
