To be explicit, there is no "site.xml" at that URL but I do think that
might be the "final" thing p2 will try to look for, so if it is having
trouble with a site or network, an error message it might complain about
that, simply since its is the last in the list of things it is looking for.

(I'm assuming you are using p2 ... and not the "old update manager" ... a
site for the old update manager function is no longer provider by Orbit
(or, any other Eclipse project, that I now of ... though for compatibility,
p2 still "tries it out" as one last attempt to read a URL its having
trouble with).

If you ever want to test if "you can read an Orbit site" with other tools,
such as wget, you can use "content.jar" appended to the repo URL, such as

mirror or proxy or something.
