I have not actually studied the logs, but most likely
the first time it is reading the metadata repository
(which corresponds to the content.xml/jar file), and
the second time is ready the artifacts repository, where
it fails.

Especially since you say you edited "... the artifacts.xml to add the download stats tags"

Its not recommended to ever hand edit these files and while I know sometimes people do,
and that you just want
to make use of the download.stats property, I suspect there was some error in that
editing, either directly, or indirectly by some structural change in the data or its
relation to other data.

I think there has been some unanswered questions about 'download.stats' on this
list ... and that's only because its all pretty new and no one knows much about it.

I've assumed I'll try this someday, and I've assumed it would take some custom
app based on the example code attached in
https://bugs.eclipse.org/bugs/show_bug.cgi?id=310132

But, again, I'm not sure and I don't know much about it :/

If it fails again now, I'll revert to the last sequoyah version then.
I just don't understand why it reads the repository in the beginning of the build

and later it doesn't.

maybe I misunderstood your last message. I though that there was a
good chance of the next build succeeding with the restored meta-data
in place. If not I would prefer to go back to a consistent state but
if there's hope let's try re-building once more.
