Yes, it appears the actf data in the build model was another case of it
being incorrect, for a long time, and only now showing up.
Please open a bug, and argue the case if you think it is "stop ship" and
requires a respin to pick up the fixes.

Hi David,
I am watching the /releases/staging repo, however, two of our features
always fell into 'Uncategorized' in recent builds...
Do we need to do something to move them back into original ('General
Purpose Tools') category?
It seems that some other features are in same situation.
In /releases/galileo/ (RC4) repo, only 13 features are in 'Uncategorized'
category.
In /releases/staging repo, however, 35 features are categorized into
'Uncategorized'.
