[cross-project-issues-dev] Capability definitions in runtime and SDK pac

An issue recently came up (see bug 139778
) with the WTP capability definitions. WTP defines capabilities in both
its runtime and SDK packages. This is in contrast to the platform, which,
last time I looked, only provides capability definitions in its SDK package.

Although in general the platform serves
as a good example of what to do I thought I'd post a question here as this
likely concerns all Callisto projects.

Should a project define capabilities
in both its runtime and SDK packages or only its SDK package? Is this a
decision to be made on a project to project basis?
