I would follow with version 5 which relates to implemented OSGi spec.

 
In the same discussion, I heard some concerns about the level of maturity of
the project so that I am considering to decouple graduation from this
release in favor of getting the release streamlined for ECE. Would you agree
that graduation could be deferred to a later release?

I would agree. First should be to get a release version to get used by other projects (e.g. by Eclipse SmartHome as requested in https://bugs.eclipse.org/bugs/show_bug.cgi?id=466633). Then community can grow to some extent as it is actually very "silent" around this project.
