Attached is a patch which resolves initialization problems with the BROWSE_TYPE and RESOURCE_FILTER
attributes. If not specified, these attributes will now be set to null.

These changes exposed a latent problem that causes two test failures in the managedbuild test suite,  testConfiguration and testMacroOptL. I have investigated the failing cases and discussed with Leo.
