I think there is a distinction between discussion about points on the prototype & general design points. Maybe things specific to my prototype go in Github issues and general design discussion goes elsewhere.

I do agree having actual design documented in wiki-like pages, either in a actual wiki or some other system, however its difficult to have discussion that way. The CDT Gitter still exists, I  could set up a room there for managed build discussion.

Well, technically the GitHub issues tracker can be used for general discussions, but for my projects I discourage this use case, and suggest to better keep it for bugs and enhancement requests.

For colaborative work, like designing a build system, a wiki-like set of pages and a traditional forum would be more appropriate.
