Thanks marco, this solved the various unreachable repositories when
applying cdt.target

For the record, I had to apply this patch afterwards to fix the
remaining errors: https://pastebin.com/N3fGZwpc

Maybe those errors are caused by me still using a packaged Eclipse 2019-03
