[cdt-dev] Preparing for Photon M6

Hi folks,

Photon M6 is coming up very soon, CDT is supposed to have its
contribution in by Monday.

I have started working on it in https://git.eclipse.org/r/#/c/119047/
but have run into a few critical problems. I believe these are all to
do with the version of Spotify's docker client library changing in
Orbit between Oxygen and Photon. If someone can have a look I would be
grateful.

The CDT Standalone debugger needs some updates to its OSGi
configuration (this happens with each new major Platform release), but
I have not diagnosed this one yet, just that the gerrit just failed to
build https://ci.eclipse.org/cdt/job/cdt-verify-test-cdt-other/1045/console
