We're indeed currently using the ManagedBuildManager for this, you
could use something like:
IProject project = YourICProjectVariable.getProject();
IManagedBuildInfo info = ManagedBuildManager.getBuildInfo(project);
IConfiguration config = info.getDefaultConfiguration();
IToolchain tch = config.getToolChain();
for ( IOption option : tch.getOptions() ) ...
