Hi,
if you use MinGW, in
addition to setting the PATH to the bin directory, you need to adjust the make
command to mingw32-make.
There is a know-it-all
video available on how to set up CDT from scratch under Windows using MinGW
here:

Subject: AW: [cdt-dev] cdt
compiling on windows
Hi
the error message you get means that the
gnu compiler is not on your Windows search PATH. ´Try to open a command prompt
(Start --> Programs --> Accessories) and type "gcc". I expect
that you get an error message ("gcc is not recognized ..."). You must
add your <cygwin-home>\bin directory to the windows PATH variable and
restart eclipse.
Does that help?
