The gdb support IS in the separate plugins: org.eclipse.cdt.debug.mi.core and org.eclipse.cdt.debug.mi.ui. There are many companies that ship their products based on this implementation. I believe they will find resources to support the existing code.
By the way, switching to the new debug model (what you call the WindRiver stuff) is not going to solve the current problems with the gdb implementation. It is restiricted by the (in)abilities of gdb itself, not the model.
And by the way, there have been serious changes and additions in the 3.1 release - the support of custom command factories, more flexible launcher classes to create custom launch configurations, not to mention your favorite verbose console mode.

How about splitting GDB support into a seperate plugin from CDT since it will probably be superseeded by the Windriver stuff?
There is a need to continue to improve the GDB support while waiting for the Windriver(year/s?) to get done.
There are lots of users of the current GDB stuff that are either happy or only need minimal changes. Splitting it into a seperate plugin with a seperate release cycle to CDT would help get fixes applied.
This would also remove the current GDB support from the next CDT release, which should hopefully, mean more free resources to work on the Windriver stuff.
Any other bright ideas to get GDB support in CDT unstuck would be most welcome.
