Capella 1.4.0 will be released in December under the license EPL V1.0.

Capella 1.4.1 will migrate to EPL V2.0, in 2020-Q1/Q2.

I see that you sent the request to Capella-dev which is certainly the right place to post this message. 

 

At the Eclipse Foundation, we expect all projects to move to the EPL V2.0 as indicated at https://www.eclipse.org/legal/epl-2.0/faq.php#h.60mjudroo8e5

 

But that's an action that must be planned and executed by the project team in the context of a release.
