Regarding pull request, those old ones don’t have enough quality or lack of enough information to test/verify, so we cannot merge them.
All valid ones have been merged.
I will close them sooner or later.

I'm not quite sure what you mean by this question. To nominate committers I would need to be a committer by myself, needn't I? I'm not even a contributor at this moment since I still work on my first pull request.
Today, after quite some hours, I'm finally able to start and debug BIRT through PDE. This barrier for new contributors must definitely be brought further down (maybe by adopting Oomph?). Now, I'm going to open additional pull requests to
fix warnings, update dependencies etc. It would be nice if someone more experienced could provide support by reviewing and commenting on those pull requests in a timely manner.

We have nominated new committers, including John Ward who’s been heavily involved with BIRT since the project’s inception (and has authored a BIRT book). We ran into challenges
with the nominations though and Wayne Beaton is helping us overcome these.

I agree, that's great news.
One of the main problems with BIRT at this moment is, that there was no release since BIRT 4.8 and the current EPP package of BIRT contains a blocker (no report preview). As far
as I can tell, BIRT urgently needs a functioning PMC and some committers that can handle the release process together (I personally got no idea how this process looks like, is it specified somewhere?). Regarding the PMC, the restructuring of BIRT into a tools
subproject as triggered by Wayne Beaton (https://bugs.eclipse.org/bugs/show_bug.cgi?id=517760)
seems to solve that part. Regarding the committers: I currently only know of Yulin Wang (OpenText), who is active on github and who seems to be the only one still accepting pull requests.
@Mihail: Are there other committers at OpenText besides Yulin Wang that are/will become active? Need new committers to be elected?
That's great news. I do hope that "welcome community contributions" is on your list of activities that need urgent attention.

For its entire history, the Eclipse BIRT project has been mostly backed by Actuate, which was acquired by OpenText a few years back. It seems that the project is not very active at the moment, and we're very interested in seeing it rebooted by community
parties like yourself. As someone who is new to the Eclipse community, we would be happy to provide you with advice and pointers on how to engage.
Is there anyone else out there besides Alexander who are interested in reinvigorating BIRT?
