chart.doc.isv can not be build under EMF2.3 + JDK 1.4. 

EMF class file version inconsistant error will be thrown out.

Use EMF2.2.X for building chart.doc.isv plugin.

Replace ${baseLocation} with ${baseLocation.emf} in build script to support custom emf location
