Fix Bugzilla bug #175973, BIRT runtime package need to package with EMF 2.2.X bits to support JDK1.4

- Description:
Change “Export” part of EngineSDK, enable export custom EMF jar other than those in the baseLocation.
This will enable we package BIRT runtime with EMF2.2.X version jar while compile with EMF 2.3
