[adoptium-pmc] [VOTE] Invite Lan Xia to join the Adoptium PMC

New PMC members are elected by the existing PMC leads and members, and 
approved by the Eclipse Management Office/Executive Director [1].

Current PMC members are hereby invited to vote on electing Lan Xia as an 
additional Adoptium PMC member.

Lan has demonstrated a broad understanding of the Adoptium project and 
its goals over a sustained period of time, and has been representing the 
project at events. Her detailed knowledge of AQA and compliance would be 
a valuable addition to the PMC.

 +1 : request Lan is added to the PMC
  0 : no opinion either way
 -1 : do not request Lan is added to the PMC at present
