[adoptium-pmc] [VOTE] Create the Adoptium Incubator project

The background for the Adoptium Incubator was described on this list 
earlier [1].

Since there has been no further discussion, I'd like to move to a vote 
on the following resolution.

Please cast your vote as +1, 0, or -1.  The vote will stay open for at 
least the next 48 hours.

Whereas the Eclipse Adoptium Project Management Committee (PMC) deems it 
is in the best interests of the Eclipse Adoptium Top Level Project (TLP) 
to create an Eclipse Adoptium Incubator subproject;

Whereas it is within the scope of the Eclipse Adoptium Top Level 
Project's charter to innovate, test new ideas, grow functionality in the 
areas of runtime, build, test, and infrastructure;

Whereas the Eclipse Adoptium Project Management committee will oversee 
the management of the Eclipse Adoptium Incubator subproject as a 
Permanent Incubator Project as defined in the Eclipse Development Process;

Resolved that the Eclipse Adoptium Project Management Committee hereby 
requests the Eclipse Management Office to create the Eclipse Adoptium 
Incubator subproject;

Resolved that the initial committers of the Eclipse Adoptium Incubator 
subproject will be:

  Andreas Ahlenstorf
  Hendrik Ebbers
  Tim Ellison
  Severin Gehwolf
  Shelley Lambert
  San Hong Li
