Help Shell Not Found on Windows [message #26904]

I open the eclipse help page via a link on a SWT Browser page using swtbot.
browser.execute('window.location=xyz.htm');
After opening the page I am unable to find the Shell for the Help Page
on windows it finds only the shell for SWT Browser whereas it finds both
Shells on linux.
Shell[] shells = bot.getDisplay().getShells();

Thanks in advance for any suggestions or solutions!
