I can't find the update site for 3.12.0 although the release is out since several days now. Any reason ?

It's the simultaneous update site, http://download.eclipse.org/releases/2018-12/, as mentioned in the news post and the FAQ.

OK but https://www.eclipse.org/webtools/releases/3.12/ mentions that P2 repository is available and link points to https://download.eclipse.org/webtools/downloads/ which does not list 3.12.0

Good point. I'll ask our releng lead to look into posting the download link. In the meantime, you can use the download page at https://download.eclipse.org/webtools/downloads/drops/R3.12.0/S-3.12.0.RC1-20181130055351/?d ; RC1 was our final build.
