[wtp-pmc] Bugzilla fix versions are wildly inconsistent and often out of

Could someone from the PMC or project leads grant me permission clean up the WTP projects' BZ fix versions?

I've seen lots of BZ projects which lack 3.10.0 versions, and I'm willing to fix this so that we (and community too!) can open bugs against the correct fix versions. 

We probably also want to add 3.9.3a targets so we can be clear about what's fixed for Oxygen.3a, too.
