Overall I think it looks great and a
good way to organize the landing page. Except .... 

I think the main content of the page
is too much. It is a list of subprojects, with some description, and links.(And,
I know that's how it currently is). 
I think that long list should be on
its own page somewhere, and then linked from a sentence (on the main page,
and elsewhere) such as "Web Tools Platform is .... and is made up
of  <link>a number of subprojects: server tools, webservices,
... </link>. 

I think a sentence or two above the
"user", "adopter", "committer" icons suffice.
And, yes, I mean "above" the icons, with the intro paragraph
concluding with some very brief explanation of what the icons mean ...
such as "We've divided most of our web content into three sections:
<link>Users</link> is for those just wanting to work with released
code to build web applications; <link>Adopters</link> is for
those including WTP in your own products or projects; and <link>
Committers</link> is where to find information about making contributions
to WTP." (or similar). That way, you sort of get redundancy and give
some explanation. 

About the short content on main page;
I personally like web pages where the entire contents fits in one "window"
of a typically sized web browser with no scrolling required. (I know there's
no guarantee how big users have their browser ... but, I think we can do
better and try to get all the main information visible at a glance). 

I'd also suggest you soon put this on
the web ... with some temporary URL, say  /webtools/newsite/ to make
for easier review.
