[wtp-pmc] Dali 2.1.1 maintenance release

I forgot to mention this on the PMC call today, but the Dali project has 
been planning a maintenance release of our 2.1 stream.  Our tentative 
plan was to have an RC1 candidate on Feb 13th, and to declare on Feb 
20th.  This schedule needed to be pushed back by a week, so our new plan 
is to have the RC1 build on Feb 20th, this Friday, and declare the 
release on Feb 27th.

I wanted to send this to keep the PMC informed of these plans (sorry for 
the late notice for those not on the dali-dev list).  Please let me know 
if there are any issues with this plan, or if there are any specific 
bugs that you would like to see addressed in this maintenance release.
