Perhaps for completeness that page should list a reference to http://www.eclipse.org/projects/dev_process/validation-phase.php#Exiting%20Validation ?
 
The WTP PMC requirements supplement the general requirements for exiting incubation very nicely. But I think it should be clear that they do not replace them.
