[wtp-pmc] Approval for bug 115387

I'd like to request approval for bug
115387 - Missing documentation for org.eclipse.wst.internet.proxy [1]

This bug contains infopops for the Proxy
preference page. The infopops are contained within a new plug-in. I am
requesting approval as this new plug-in will need to be added to the repository,
the internet feature, and the wst-doc maps file, all of which affect the
build.

I've tested the plug-in in a runtime
workspace and it functions properly adding infopops to the preference page.
There is no risk of compile failure as the plug-in contains no code.
