The servertools APIs can be found in org.eclipse.wst.server.core and 
org.eclipse.wst.server.ui. There are a number of extension points for 
defining runtimes, servers, methods to deploy, etc. As for projects 
outside the workspace, you can find a way to do this with creating your 
own custom module factory to create a representation of this project.

I wouldn't call it prohibitive, but it would definitely take some 
code-diving for you to get it right.
