[wakaama-dev] Project Lead election for Simon Bernard on Eclipse Wakaama

A project lead election for Simon Bernard on project Eclipse Wakaama
(iot.wakaama) was started by Simon Bernard with this criteria:

Wakaama project has been declared dysfunctional (see [1] for more details)
and has no project lead nor actively involved committers anymore.

The team need to be renewed. There are some Wakaama users willing to join the
project as committers but they are new to the Eclipse ecosystem. That's why
Frédéric Desbiens (Program Manager, IoT and Edge Computing) and Jens
Reimann( Iot PMC Lead) proposed Simon Bernard to serve as the interim project
lead on Wakaama project.

Simon Bernard is involved as eclipse committer since 2014 and is also project
lead on Leshan [2] (Java Implementation of LWM2M at Eclipse foundation).

The interim lead will not assume the technical leadership of the project. The
new committers will need to handle that aspect themselves, with the interim
lead acting as a mediator in case of disagreements. The interim lead will
need to act as a mentor and facilitator to help the team learn and apply the
Eclipse Development process.

After few months, if the new team performs well a new active committer will
be elected as new project lead.
