[ui-arch-working-group] working group name

Hi,

I would like to suggest that the name of the working group be changed while
it is not too late.

The current name "Eclipse UI Architecture Working Group" suggests a rather
broad scope that conflicts with what the Platform/UI team does.
Ultimately, the Eclipse UI architecture is defined by the Platform/UI team
and its committers.

A more suitable name for the working group would be "Eclipse UI Best
Practices Working Group", which better reflects the charter of the group
without overstating nor over-restricting the mission.

That said, the Platform/UI team welcomes anyone who is willing to
contribute, and we openly invite others who want to become committers to
work with us on the UI and its architecture.
