Herman,

I can confirm, that the documentation has a section you mentioned. And
indeed, the plugin (net.refractions.udig.validation) is not included
in distribution.
What you can do:
- create a JIRA issue to get it back (its not in the build for 1.3.0,
I guess in 1.2.x it was)
- clone the github repository and build the plugin, copy the resulting
jar into the dropin folder of your installation, restart udig
(properly with -clean)
- if this module is not in the main release the documentation should
be updated as well

Just to summarize:
* the bundle is included in the unstable-feature
* the update sites are not up to date
(http://udig.refractions.net/update and
http://udig.refractions.net/files/update-community)
* the validation plugin and its feature I couldn't find at any update site
