There is the possibility to import the CSV tables as points or lines in the JGrass extension.
There should be a new version of JGrass installable via update site, unfortunately Andrea can not make the release and all the announcement till next week.

So if you can wait this week then you can use uDig and JGrass also to manage CSV data.
