Hello Manning,
the easiest way to label the streets is to add a column attribute to your shapefile with the name of the streets and then use that attribute as label for the layer. If you just want to label few of the streets just give the new attribute for those you want.

You can find how to display labels in the Map in the walkthrough, consider to use the udig1.2 and if you would like to have a very nice style edit the sld directly as explained in the geoserver documentation, styling is really the same! :D
