I guess that the project referred by Jody was not public, but I am not sure.
Jody, Could you confirm?

The project was not public; I do believe I updated the community svn with the changes however. The change was not hard to make; it involved using split on everything (not just the polygons that have two edges being crossed.

The second tool (the one to edit a coverage) is available as tutorial code in udig trunk.
