Thanks for the bug report; it looks like I bundled things up wrong (the windows release was supposed to include a jre already). I am going to upload them again and let you know when it is ready.

To answer your question however - It needs to be in a folder called "jre" next to the udig.exe executable.

Here are the instructions we give people working on uDig (in these instructions they need to extra a "jre" folder next to their eclipse.exe)
