Cannot drag Layers between Maps in Projects view.

1. Preparations:
File > New > Project > Project1
File > New > Project > Project2
File > New > Map > Map1
File > New > Map > Map2
File > New > Layer > Files > Shapefile1(placed into Project1, Map1)
File > New > Layer > Files > Shapefile2(placed into Project2, Map2)
Now uDig has new projects & maps created, populated with existing shapefiles residing on a local disk.


2. Actions:
Using your mouse, go to the Projects view, and select Shapefile2 from Project2 > Map2, then proceed to drag into Project1 > Map1 along-side/below Shapefile1.  Problem occurs here.  



3. Problems:
Upon moving Layer Shapefile2 from Project2 > Map2 into Project1 > Map1, the resulting behavior removes Layer Shapefile2 from Project2 > Map2, but does not insert it into Project1 > Map1 as it should.  Hence, Layer Shapefile2 is no longer in Project2 > Map2, no is it in Project1 > Map1 as it should be.

4. Observations:
A. This problem is not consistent. 
B. At times a Layer will move from one map and into the other, but this may be short lived. 
C. If user goes to Catalog view, and attempt to drag Shapefile to Projects view > Project > Map, it will not copy to the user-selected Map unless that is also the currently selected tab/pane in the Map Editor view, otherwise it will not move into the user selected Map, but instead into the Map that is selected in the Map Editor at the time.  User must return to Catalog view, and drag Shapefile into Map Editor view while it is displaying the correct Map tab/pane in order to place/re-place Layer Shapefile.

5. Conclusions:
A. User should be able to reliably drag and drop Layers into available Maps, either in the same Project, or in different Projects.
B. When a user drags a Layer from the Catalog view to the Projects view, to a specific Project > Map, the respective Layer should move into it as the user intended, regardless if it is not the current selection in the Map Editor view.  The Map Editor view is for Editing, not so much for layer management, whereas the Projects view indeed is for Layers management, just as the Catalog view is for Source management of said layers(sources).  

I therefore suggest the Project view be given the same drag and drop powers as does currently have the Map Editor view, so that when a user is dragging a Layer from the Catalog view over/onto the top of any given Map, in any given Project, it will indeed populate that Map, regardless of what tab/pane is displayed in the Map Editor at that same time.
