Hi I've updated scale bar so it should be more accurate for the CRSs  
that are less Lat/long and BC Albers style CRSs.  It now seems to be  
fairly accurate for Stereo 70, bc albers and WGS4.  Hopefully it  
should be a bit more robust.  Work continues on it thought.  There are  
still cases where it should be able to calculate the scale and it dies.
