The problem is because in this one case the interfaces are not  
actually internal.  They are actually public I have to move them out  
to the public realm.  They are not on the main interface in order to  
try to get people to use Commands to modify the model.  If you are  
writing a command  you will see that the reference you get is a Map  
reference which can return Layer references (rather than IMap and  
ILayer).

As I've gone through the documentation - and read many of the  
postings, a
fair few examples do seem to happily expose the internal objects  
for use in
various read/write/edit operations.  So its difficult from a best  
practices
standpoint to determine what the appropriate interface/object to  
use is.
