Description:
When adding new vector layers to a map, choose a (semi) random new color, so every new layer does not have the new style.
Ideally we should define a 24 style list of starting styles we can cycle through. Polygon layers should be added w/ fills and partial alpha transparency (as in JUMP). Points need a default point symbol (sometimes they have no starting symbol?).
