[udig-devel] Development jar dependancies

Developers:

I have moved a copy of the jars we use to
http://lists.refractions.net/geotools (same server as svn) and linked
both projects' build systems to this repository (in gt ibiblio is a
second option when refractions fails). This change should be seemless
for most of you.

Those of you interested in updating this repository, it is a WebDav
folder, so your windows (2k, XP) and Linux (fedora 1 tested) file system
GUIs can mount the folder [In Fedora, replace /home/userid with
http://lists.refractions.net/geotools/]. Use your developer login and
pass (same as svn).
