CDT has been experiencing the same problem intermittently for a few months. See https://bugs.eclipse.org/bugs/show_bug.cgi?id=530594

In the meantime, in case you didn't know about this option, there is https://ci.eclipse.org/tycho/gerrit_manual_trigger/ 

We have found that restarting the JIPP seems to return normal behaviour.
