To The Eclipse Community and Project Leads,

The Eclipse Copilot Project (tools.copilot) was created in August under incubation rules with an initial code contribution to https://github.com/eclipse-copilot/eclipse-copilot.

However, since then:

  • The public repository has seen no further updates or activity, violating the EDP’s requirements for ongoing development and meritocracy in the incubation phase.
  • Development aggressively continues in a private repository, contravening Eclipse’s core principles of openness and transparency, which mandate public collaboration and equal access for contributors.
  • Multiple GitHub Discussions (e.g., inquiries about project timelines, involvement opportunities, and migrating the current codebase to OSS) remain unanswered. This violates the community engagement and transparency rules.
  • There is no evident plan or commitment from contributors to advance the project publicly, indicating stagnation and lack of merit-based progress.

These issues suggest the project no longer aligns with Eclipse’s governance under the Eclipse Development Process (EDP), particularly sections on openness, transparency, and project lifecycle management.

I formally call for a Termination Review to archive this project, allowing Foundation resources to be redirected and preventing misleading community expectations. Please escalate to the Eclipse Tools PMC (@akurtakov, @jonahgraham) and EMO if needed.
